Le D\u00e9partement de la Seine-Saint-Denis a vot\u00e9 ce jeudi 22 mai, la cr\u00e9ation de l\u2019Assembl\u00e9e des 100 voix, une instance in\u00e9dite de participation citoyenne. L\u2019objectif : faire entendre celles et ceux que l\u2019on n\u2019\u00e9coute pas assez, en particulier les jeunes, les personnes pr\u00e9caires ou \u00e9trang\u00e8res, souvent \u00e9loign\u00e9es des circuits traditionnels de d\u00e9cision.<\/p>\n\n\n\n

\u00ab Avec ce Conseil, nous franchissons une nouvelle \u00e9tape pour associer plus largement les habitant\u00b7e\u00b7s aux d\u00e9cisions qui les concernent. Je salue l\u2019implication de Mathieu Monot, qui a su faire \u00e9merger ce projet ambitieux \u00bb, souligne St\u00e9phane Troussel, pr\u00e9sident du D\u00e9partement. Concr\u00e8tement, le Conseil r\u00e9unira 100 habitant\u00b7e\u00b7s tir\u00e9\u00b7e\u00b7s au sort avec un respect de la parit\u00e9 et de la diversit\u00e9 sociale du territoire. Il sur-repr\u00e9sentera volontairement les jeunes d\u00e8s 16 ans et sera ouvert aux personnes non fran\u00e7aises vivant sur le d\u00e9partement. Les membres s\u2019engageront sur un mandat de deux ans et demi, avec un temps de participation modulable et indemnis\u00e9 pour favoriser l\u2019inclusion de toutes et tous. Une premi\u00e8re pour une collectivit\u00e9 locale !<\/p>\n\n\n\n

Les travaux porteront sur deux th\u00e9matiques, au c\u0153ur des besoins du d\u00e9partement : \u00ab Attentes et besoins de la jeunesse \u00bb et \u00ab Bien vieillir sur notre territoire \u00bb. Alternant s\u00e9ances pl\u00e9ni\u00e8res, ateliers en sous-groupes et visites de terrain, le Conseil produira des avis, recommandations et propositions concr\u00e8tes sur les politiques publiques du D\u00e9partement.<\/p>\n\n\n\n

Dot\u00e9 d\u2019un budget de 200 000 euros, ce dispositif incarne une ambition forte : faire de la Seine-Saint-Denis un territoire pilote pour une  d\u00e9mocratie plus vivante, plus inclusive, et \u00e0 l\u2019\u00e9coute de toutes ses voix.<\/p>\n\n\n\n
